The mayor or any person duly designated by the mayor may declare a weather emergency throughout the city when, in the judgment of the mayor or his designee, weather conditions will make it necessary to restrict and prohibit parking on any or all city streets so that such streets may be cleared or for any other purpose. When feasible, the mayor shall cause each such declaration made by him to be publicly announced by means of broadcasts from radio and/or television stations with a normal operating range covering the city and he may cause such declaration to be further announced in newspapers of general circulation. The mayor shall cause such declaration to be posted in a public place at city hall. Each announcement shall describe the action taken by the mayor, including the time it became or will become effective and shall specify the streets or areas affected.(b)Whenever ice or snow has accumulated to an approximate depth of four inches or more on any city street, the mayor or his duly designated representative may cause to be put into effect a weather emergency as described in this section and may restrict parking on parts of or all city streets in the following manner: Vehicles will be prohibited from parking on both sides of the street.
