Oregon SB 608 (2019) and SB 611 (2023) set a statewide rent cap. For 2026, maximum rent increases are 9.5% (or 6% for mobile home parks with 30+ spaces). Washington County has no additional local rent control.
Oregon was the first state with statewide rent stabilization. Under ORS 90.323 as amended by SB 611, annual rent increases are capped at the lesser of 7% plus CPI or 10%, recalculated yearly by the Department of Administrative Services. For 2026 the cap is 9.5%. Buildings with a certificate of occupancy less than 15 years old are exempt. Only one increase is allowed per 12-month period, no increase is allowed during the first year of tenancy, and landlords must give 90 days written notice. Mobile home/manufactured dwelling parks with 30+ spaces are capped at 6% under SB 1011 (2024). Hillsboro, Beaverton, and Tigard have not adopted additional local caps; preemption has been debated but the statewide scheme remains the operative rule.
