Haltom City has no general rental registration program. Landlords must still comply with Texas Property Code Chapter 92 and the International Property Maintenance Code adopted by the city.
Haltom City has not adopted a mandatory rental registration or proactive rental inspection ordinance for single-family or small multifamily housing. Unlike Dallas or Fort Worth, which operate rental registration and Multi-Tenant Rental Certificate programs, Haltom City relies on complaint-driven code enforcement. Owners of any residential rental in Haltom City must still meet all applicable state and local standards. Texas Property Code Chapter 92 establishes statewide habitability duties, including the obligation to repair conditions that materially affect the physical health or safety of an ordinary tenant under Section 92.052, install smoke alarms per Section 92.255, supply at least one keyed deadbolt and one keyless bolting device on exterior doors under Section 92.153, and provide security devices within a reasonable time. Haltom City adopts the International Property Maintenance Code (IPMC) through its Building Code chapter, which requires weather-tight roofs, functional plumbing and electrical systems, pest-free premises, and adequate heating in winter. Rentals must also hold a valid certificate of occupancy, and any change of use (for example conversion from single-family to duplex or to a boarding house) requires city review. Multi-family properties with 3 or more units are subject to periodic fire inspections by the Haltom City Fire Marshal under the International Fire Code. Landlords collecting Texas sales tax on any amenities must obtain a state permit, and rentals of less than 30 days trigger state and local hotel occupancy tax. HOA-governed neighborhoods may impose separate landlord registration on owners. Tenants who believe a rental is unsafe may file a code enforcement complaint with Haltom City at (817) 222-7700 and must give landlords written notice and a reasonable opportunity to cure under Texas Property Code 92.056 before pursuing repair-and-deduct or termination remedies.
