North Richland Hills does not currently operate a comprehensive citywide rental registration program for single-family rentals. Multifamily properties must obtain a Certificate of Occupancy and meet building and fire code standards, with periodic inspections.
NRH has not adopted a broad single-family rental registration ordinance as of this publication, unlike some Texas cities (Grand Prairie, Mesquite, and others) that have proactive rental inspection programs. Single-family rentals in NRH are subject to general building, fire, and property maintenance codes and must meet Texas Property Code Chapter 92 habitability standards including working plumbing, heating, smoke alarms (Property Code 92.251-92.262), deadbolts, door viewers, and other security devices. Multifamily properties (apartments, duplexes, triplexes, fourplexes) must obtain a Certificate of Occupancy from NRH Building Inspections before opening and must maintain it through periodic life-safety inspections performed by the NRH Fire Marshal. Short-term rentals (STRs) under 30 days have their own permitting requirements under the Zoning Ordinance in permitted zones. Property owners renting to Section 8 Housing Choice Voucher tenants must pass an HQS inspection through the administering housing authority. Complaints about rental property habitability can be filed with NRH Code Compliance at (817) 427-6650. Future changes to registration requirements could occur through city council action, and landlords should check current NRH policies before assuming ongoing exemption.
Code violations carry fines up to 2,000 dollars per day after notice under NRH Code. Failure to maintain habitability may trigger tenant remedies under Property Code 92.056 including repair-and-deduct or termination.
