Landlords are still responsible for complying with the habitability and repair duties set out in Texas Property Code Chapter 92, which requires functioning smoke detectors, security devices such as deadbolts and window latches under sections 92.151 to 92.170, and reasonable response to repair requests that materially affect health or safety. Keller enforces its adopted building, plumbing, mechanical, electrical, and property maintenance codes, and the Code Enforcement division responds to complaints about unsafe or substandard housing. Short-term rentals under 30 days are regulated separately where applicable. Rental property owners should verify their properties meet International Property Maintenance Code standards as adopted by Keller, keep working smoke alarms, and document move-in and move-out inspections to comply with security deposit rules in Chapter 92. HOAs may impose additional rental restrictions on single-family homes in deed-restricted subdivisions, within the limits allowed by Texas Property Code Chapter 202.
