Honolulu does not require registration of long-term residential rentals. Transient accommodations of fewer than 90 days are regulated under LUO Sec. 21-5.730 (Bill 41, 2021, codified as Ord. 22-7) in ROH Chapter 21. Bed and breakfast homes and transient vacation units must register annually with the Department of Planning and Permitting, with a $1,000 initial registration fee and $500 annual renewal. New STRs are permitted primarily in resort-zoned districts such as parts of Waikiki; most of Kailua is zoned residential (R-5, R-7.5, R-10), so new short-term rentals are generally prohibited there. Legal nonconforming uses may continue only with valid registration and annual renewal.
Operating an unregistered STR can trigger daily civil fines up to $10,000, cease-and-desist orders, and platform-based enforcement against listings.
