Kailua has no dedicated beekeeping ordinance. Beekeeping is treated as an agricultural accessory use permitted only in zoning districts that allow agriculture under the Land Use Ordinance.
Most of residential Kailua is zoned R-5, R-7.5, or A-1, where agriculture is not a permitted principal use, so beekeeping is generally disallowed without a variance. Beekeeping is treated as agriculture under Chapter 21 (Land Use Ordinance), with permissibility determined by Article 3 district tables and Article 5 accessory use standards. Mauka agricultural parcels in Maunawili and above Kawainui Marsh may qualify. Apiary registration is handled at the state level under HRS Chapter 152. Bill 10 and the Bill 65 LUO redraft contemplate a 5,000 sq ft minimum lot, tiered hive counts, and 25-foot setbacks, but those remain proposed.
