Residential rentals must meet California habitability standards under Civil Code Section 1941.1, which requires landlords to maintain weatherproofing, plumbing, heating, electrical, and sanitation in good working order. Code Enforcement responds to tenant complaints about substandard conditions and may inspect for violations such as lack of heat, plumbing failures, vermin, and structural hazards. The Fresno County Department of Public Health may also intervene for health-related housing complaints.
Substandard housing violations may result in notices to correct, citations, and in severe cases orders to vacate under California Health and Safety Code Section 17980. Tenants may also pursue rent withholding or repair-and-deduct remedies under Civil Code 1942.
