Rocklin's STR regulations apply only to rentals of less than 30 consecutive days. Extended home-shares and long-term rentals of 30 days or more are NOT short-term rentals under RMC Chapter 5.22, are not subject to the 90-day cap, the 6-person occupancy limit, or Transient Occupancy Tax under RMC 5.24. Stays of 30+ days are instead governed by California landlord-tenant law, including AB 1482 rent-cap and just-cause eviction protections (Civ. Code §§1946.2, 1947.12) once a 12-month tenancy is established.
Rocklin follows the standard California 30-day dividing line: a rental of fewer than 30 consecutive days is a 'short-term rental' subject to RMC Chapter 5.22 and the Transient Occupancy Tax under RMC Chapter 5.24; a rental of 30 days or more is a residential tenancy governed by the California Civil Code. Extended home-shares (e.g., 30-day, 60-day, corporate housing, traveling-nurse leases) do not require an STR permit, do not count against the 90-day per-year STR cap, and are not subject to TOT collection. Once a tenancy reaches 12 months (or 24 months under certain circumstances), AB 1482 (Civ. Code §1947.12) imposes a statewide annual rent-cap of CPI+5% (max 10%), and Civ. Code §1946.2 imposes just-cause eviction requirements. Operators converting an STR to a longer-term arrangement should also update or close their Business License and TOT registration with the City. HOA CC&Rs, ADU rules under Gov. Code §65852.2, and zoning rules in RMC Title 17 continue to apply regardless of stay length.
There is no Rocklin violation for operating a 30+ day rental without an STR permit; however, mislabeling a sub-30-day stay as 'extended' to evade RMC 5.22 or to avoid TOT under RMC 5.24 is enforceable as both a permit violation and a tax violation.
