Rocklin, CA Short-Term Rentals: Occupancy Limits (2026)

Section 5.22.080, Performance Standards, sets the operating rules every short-term rental permittee must follow. Subsection A prohibits a permittee from providing lodging, for compensation, to more than six people, or two people per bedroom, whichever is greater, at any time in the rental, and further bars allowing guests in excess of that limit at the property after 10:00 p.m. Subsection B bars renting to anyone under the age of twenty-one, and bars renting to a person who is not also lodging at the property, closing off day-use or party-only bookings.

Subsection D limits any single property to no more than ninety days per year as a short-term rental. Subsection C reiterates that no permittee may rent both a dwelling unit and an accessory dwelling unit on the same parcel, so occupancy and day limits apply per parcel, not per unit. Subsection F requires all parking associated with the rental to be on-site or on the street directly in front of the parcel where street parking is allowed, and in compliance with the rest of the city code.

Subsection I bars permittees from allowing any special event on the property that would otherwise require its own city permit, which prevents using the occupancy cap as cover for large gatherings. The director of community development can further reduce the permitted guest count as a condition on an individual permit under § 5.22.090(C)(2) if problems arise.
