Rather than requiring a resident host, Lubbock's STR ordinance requires each registration to list a responsible contact person with a 24-hour phone number, authorized to respond to complaints about use of the property. That contact may be the owner, operator or a designated local agent. The city also runs a 24/7 complaint hotline (806-955-6144) so neighbors can report problems any time. Because Texas counties cannot zone, unincorporated Lubbock County imposes no host-presence or local-agent requirement on rentals; the county still collects hotel occupancy tax.
No separate host-presence fine; unregistered operation is a Class "C" misdemeanor up to $2,000 per day, and unresponsive contacts risk enforcement.
