The City of Lubbock does not require an STR to be the owner's primary residence; it only requires the unit be in a residential zoning district and registered. Non-owner-occupied (whole-home) STRs are permitted. Unincorporated Lubbock County cannot zone.
Lubbock's STR ordinance imposes no primary-residence or owner-occupancy rule. The controlling land-use condition is that all STRs must be located in a residential zoning district; the unit itself may be a residential unit or accessory dwelling unit rented while the owner lives elsewhere. Owners still register through Deckard Technologies, pay 7% HOT, and provide a 24-hour contact. Because Texas counties lack zoning authority, unincorporated Lubbock County likewise imposes no primary-residence limit. Owners of multiple STRs register each property separately for the calendar year.
No penalty tied to owner-occupancy; failing to register or pay HOT is a Class "C" misdemeanor, up to $2,000 per day.
