Bixby does not require short-term rental operators to carry liability insurance as a condition of operating, because the city's Title 11 (Zoning Regulations) and Title 5 (Public Safety) contain no STR-specific permit, registration, or insurance provisions. Hosts are subject only to general state-law standards and any insurance terms imposed by their listing platform. Oklahoma sales tax (4.5%) and Tulsa County hotel-tax authority under 68 O.S. Section 1370.1 still apply to gross rental receipts.
Unlike Tulsa, Oklahoma City, and Norman, the City of Bixby has not adopted a dedicated short-term rental ordinance and therefore does not require a host to file a certificate of insurance with the city, name the city as additional insured, or maintain a minimum per-occurrence liability limit. The Bixby Code of Ordinances does not list a transient rental registration in Title 11 (Zoning Regulations) or Title 5 (Public Safety), and the city's Codes & Ordinances index does not reference vacation lodging insurance. Hosts therefore default to three sources of insurance obligation: (1) the host's homeowner or landlord policy, which under Oklahoma Insurance Department guidance typically excludes commercial or short-term rental activity unless a specific endorsement is added; (2) the platform's host-protection program, such as Airbnb AirCover (up to $1 million per occurrence) or Vrbo Liability Coverage, which provides secondary coverage on bookings made through that platform; and (3) any HOA or covenant requirement, since several Bixby-area subdivisions impose private STR insurance minimums independently of the city. State law (36 O.S.) does not require STR-specific liability insurance, and Tulsa County does not impose a county-level certificate-of-insurance filing for STR operators in Bixby. Hosts should confirm before each listing year that their primary policy includes a short-term rental endorsement, since lapses are not covered by platform-only programs.
Bixby cannot revoke an STR registration for lack of insurance because no registration program exists. However, operating an STR without an endorsement on the underlying homeowner policy can leave the host personally liable for guest injuries, and a serious incident can also trigger nuisance enforcement under Title 5 Chapter 5 (Offenses) by the Bixby Police Department Code Enforcement office.
