The Naperville City Council passed Ordinance No. 20-087 on August 18, 2020, adding Chapter 18 (Short-Term Residential Rental Regulations) to Title 3 (Business and License Regulations). Effective September 1, 2020, it is unlawful for any person or entity to operate, use, offer for rent, or advertise for rent or use any property within the corporate limits of Naperville as a short-term residential rental. A short-term residential rental is defined as a residential structure offered for rent for periods of no more than 30 consecutive days. Because the activity is outright prohibited, insurance requirements for short-term rental operations do not apply -- there is no legal pathway to operate an STR in Naperville. The city notified platforms including Airbnb and VRBO of the ban. Violations carry significant fines. The only exception was for pre-existing rental agreements signed before August 19, 2020 for dates through October 19, 2020.
