Syracuse's Rental Registry ordinance (Chapter 27 Article 9) does not impose a specific dollar-amount liability insurance minimum on short-term rental operators. STR hosts in Syracuse rely on platform host liability programs and private STR endorsements, since no dedicated municipal STR ordinance has been adopted by the Common Council.
Unlike cities such as New York City or Hudson, Syracuse has not adopted a short-term rental specific ordinance, and the Chapter 27 Article 9 Rental Registry does not require operators to file a certificate of insurance with the Division of Code Enforcement as a condition of issuance. The Rental Registry Certificate application requires identification of the owner, a managing agent residing within 60 miles, payment of the $150 fee, and current standing on city taxes and water bills under Section 27-133, but does not condition issuance on minimum liability coverage. Most Syracuse hosts therefore rely on a combination of Airbnb's Host Liability program or Vrbo's Liability Coverage (each providing up to $1,000,000 per occurrence on covered platforms as a secondary layer) and a private short-term rental endorsement on a homeowner or landlord policy, since standard New York homeowner forms typically exclude commercial or transient occupancy. Onondaga County has not enacted a county STR registry under the new state framework as of mid-2026, though Chapter 99 of the 2025 Laws (S.820/A.5686) authorizes counties to do so and may impose insurance terms in future local laws.
Failure to carry adequate liability coverage is not directly enforceable under Chapter 27 Article 9 because the Rental Registry does not impose a minimum coverage requirement. However, operating a rental without a current registry certificate carries civil penalties of $100 per day and Section 27-141 criminal penalties of up to $150, up to 15 days in jail, or both, enforced by the Syracuse Division of Code Enforcement.
