Unincorporated Tulare County has no STR-specific noise ordinance. A proposed STR noise rule was rejected 3-2 on July 9, 2024. STR noise is handled through the County's Public Nuisance Ordinance (Part IV, Chapter 1), California Civil Code section 3479, and Sheriff enforcement of disturbing-the-peace law.
There is no short-term-rental noise standard, and no stand-alone numeric noise ordinance, in the Tulare County Ordinance Code. The 2024 countywide STR proposal would have added noise regulations specific to STRs, but the Board of Supervisors rejected the ordinance 3-2 on July 9, 2024. Noise from a short-term rental in the unincorporated county is therefore addressed under generally applicable authority. The Public Nuisance Ordinance, Tulare County Code Part IV, Chapter 1 (section 4-01-1000 et seq.), is adopted under Government Code sections 25845 and 25845.5 and declares as a public nuisance any condition that constitutes a nuisance under California Civil Code section 3479, plus any condition recognized as a nuisance at common law. Loud, persistent, late-night noise that interferes with neighbors' use and enjoyment of their property can be abated under this chapter. In real time, residents typically call the Tulare County Sheriff, who can act under California Penal Code disturbing-the-peace authority. Note that incorporated cities in the county (Visalia, Tulare, Porterville, Dinuba, and others) maintain their own noise ordinances, so a numeric quiet-hours rule may apply if the address is inside a city limit rather than in unincorporated territory.
A persistent noise nuisance can be abated under the Public Nuisance Ordinance (Part IV, Chapter 1), with abatement and administrative cost recovery, and can be addressed in real time by the Sheriff under state disturbing-the-peace law. There is no fixed STR noise fine schedule in the code.
