Tourist rooming house licensing is a two-step process: an application to Development Services followed by a license issued by the De Pere Health Department after a Pre-Inspection by the Environmental Health Sanitarian. The combined Development Services application fee is $229 plus pre-inspection costs, and the Health Department charges a one-time $159 Level 1 pre-inspection plus a $135 annual TRH license, with the license year running July 1 through June 30. Wis. Stat. Sec. 66.1014 preempts outright bans on rentals of 7 or more consecutive days but allows reasonable parking, zoning, and density rules to remain in force.
Operating an STR without the two required off-street parking spaces, on an unpaved surface, or in a location that violates the R1/R2 7-day stay rule or the MX1-MX3 above-first-floor rule violates Chapter 14 and can prevent issuance or renewal of the Development Services STR application or the De Pere Health Department TRH license. Enforcement by the Planning & Zoning Division and Building Inspection Department under Wis. Stat. Sec. 62.23 may include stop-work orders, citations, daily forfeitures, and orders to bring the property into compliance.
