Green Bay has prohibited on-street parking citywide between 3:00 a.m. and 5:00 a.m. year-round under Chapter 40-29(I) of the Green Bay Municipal Code, and the rule applies to short-term rental guests parking on any city street. Hosts and guests must request prior approval for each night the vehicle will be parked on the street between 3:00 a.m. and 5:00 a.m. by calling the automated overnight-parking line at (920) 448-3438 or submitting an Overnight Parking Request Form, with the request received before 2:00 a.m. The City grants exceptions for disabled vehicles, lot or driveway construction, houseguests, and similar emergencies for periods of up to two weeks; daily approval is required unless a blanket authorization is granted by the Parking Division Manager. No overnight parking permission is granted during a snow emergency. STR-specific parking obligations are set out in Section 44-1580(j) of the Green Bay Municipal Code: subsection (j)(1)(c) requires every STR lease to include language requiring guests to comply with Green Bay parking ordinances. Section 44-1580(j)(10) prohibits the use of any recreational vehicle, camper, tent, or other temporary lodging arrangement on the STR site to provide accommodations for guests, which means a host may not let an extra car-bound guest sleep in an RV in the driveway. Section 44-1580(j)(3) also caps STR occupancy at the limits set forth in the State of Wisconsin Uniform Dwelling Code based on the number of bedrooms, indirectly limiting the number of guest cars that need parking. Wisconsin Statute 66.1014 prevents Green Bay from prohibiting STRs of seven days or longer but expressly preserves municipal parking enforcement.
Overnight parking citations are issued by the Green Bay Police Department under Chapter 40-29(I) following the schedule of deposits in the Green Bay Parking Ordinance Fines schedule. STR-specific parking violations are enforceable under Section 44-1580(j)(12), which authorizes a forfeiture not exceeding $500 per violation including court costs and may trigger STRP suspension or revocation. Section 44-1580(j)(9) also lets the Community and Economic Development Director or Plan Commission review a STRP at any time for repeated parking complaints.
