Wisconsin Statute 66.1014 (right-to-rent) prevents Janesville from prohibiting STRs of seven days or longer but expressly preserves municipal authority to enforce generally applicable parking ordinances, so guest cars exceeding the on-property capacity must comply with Chapter 38 Article XIII and any posted on-street restriction signage. STR hosts subject to a tourist rooming house license under DATCP's ATCP 72 must also keep the property in compliance with the local code as a condition of state licensure.
Parking citations are issued by the Janesville Police Department under the schedule referenced on the city's Parking Citation Information page. Violations of posted on-street restrictions, of Chapter 38 Article XIII, or of a declared Winter Weather Emergency can be ticketed and the vehicle towed at owner expense.
