Section 38-338(1) requires that on a two-way street without marked angle parking, a vehicle be parked parallel to the edge of the street and headed in the direction of traffic on the right side, which makes parking against the flow of traffic, commonly called wrong-way parking, a violation on its face; Subsection (4) separately bars backing a vehicle against the curbline except while actually loading or unloading. Section 38-336 lists thirteen places where no one is permitted to park, stop or leave a vehicle standing except while briefly tending it for loading, unloading or picking up passengers: within four feet of an alley or private driveway entrance, within 15 feet of an intersection, closer than 15 feet to a crosswalk, on a terrace or sidewalk outside an approved paved location, in a public alley within a business district, in a loading or bus loading zone, within ten feet of a fire hydrant, in front of or within five feet of a curbside mailbox, in a public park between 11:00 p.m. and 5:00 a.m., on the left side of a street unless otherwise permitted, on any bridge except the Court Street and Milwaukee Street bridges, closer than 30 feet to a flashing beacon, yield sign, stop sign or signal, or anywhere the vehicle obstructs traffic.

Section 38-337 layers on a further rule with no exceptions at all: parking against a posted sign or marker is a violation even for a vehicle that is loading. Section 38-342 additionally bars parking on private property without the owner's or lessee's consent.
