Section 38-29 defines "official traffic signs or markers" as every sign, signal, marking and device that the public body with jurisdiction places to regulate traffic or parking, and then singles out curb paint: a curb painted yellow, whether the paint is solid or intermittent, is itself treated as an official marker showing that parking is banned in the street immediately next to that curb. No separate posted sign is required once the curb is painted; the paint alone carries legal force. Section 38-337 then folds painted curbs into the general marker-enforcement rule: no one is permitted to park, stop or leave a vehicle standing at any location that contravenes an official traffic or parking marker indicating a prohibition, limitation or restriction, and this bar applies without any of the exceptions found elsewhere in the parking article, including the loading and passenger-discharge exception in Section 38-336.

That means a vehicle actually engaged in loading or unloading next to a yellow-painted curb is still in violation, because Section 38-337 overrides the loading exemption whenever a marker is present. The Janesville City Manager and City Engineer administer the marking program under the delegated authority described in Sections 38-49 through 38-51, and a curb painted under that authority does not need a companion sign post to be enforceable.
