Janesville, WI Parking Rules: Loading Zones (2026)

Section 38-28 defines a loading zone as the curbside area where no vehicle can park, stop or stand for any purpose or length of time unless it is actually engaged in unloading and delivery, or receipt and loading, of merchandise, material or passengers. Section 38-336 separately lists a loading or bus loading zone among the places where no one is permitted to park, stop or leave a vehicle standing, though the section's opening clause exempts a vehicle temporarily loading or unloading while a licensed operator tends it so it can move promptly for an emergency or to clear traffic.

That exemption does not apply where an official sign or marker independently forbids stopping: Section 38-337 makes any parking that violates a posted sign a separate violation with no exceptions, including for vehicles that are loading. Section 38-340 sets the hours during which posted time limits apply: 8:00 a.m. to 6:00 p.m. Monday through Friday and 9:00 a.m. to 1:00 p.m. Saturday, but that section carves out bus loading zones for their own 6:00 a.m. to 6:30 p.m., Monday through Saturday window, and states that every other prohibition and restriction in the article, which includes the general loading zone ban, applies 24 hours a day, every day of the year unless an ordinance, rule or sign provides differently. The City Manager designates and signs loading zones under Section 38-51, drawing on the authority Section 38-49 delegates from Wis. Stats. Chapter 349.
