Beloit, WI Parking Rules: Loading Zones (2026)

Section 13.12 of the Beloit Code of Ordinances is a single flat rule: no loading or unloading of merchandise is permitted on any highway when the store or building being served has alley access. A delivery driver cannot double-park on the street front of a shop with a rear alley door, even briefly, once that alley exists and is usable for the delivery. The rule dovetails with Section 13.09, which otherwise bans any truck over 12,000 pounds gross from parking on a City street or alley at all except 'during the process of loading and unloading,' so a heavy delivery truck servicing an alley-front business loses even that narrow exception once Section 13.12 applies.

Curbside loading zones that do exist in Beloit, for buildings without usable alley access, are set by City Council action and listed in the Index of Special Locations kept by the City Clerk and Police Department under Section 13.02, alongside the City's other time-limited and prohibited parking spots; that index, not Section 13.12 itself, fixes a given block's specific loading-zone hours and location. Diagonal-stall vehicles over 20 feet long, including a loaded delivery vehicle, are separately barred under Section 13.11.
