Section 13.04(1)(a) lets the Public Works Director, or a designee, declare a winter weather (snow) emergency whenever forecast information or observed conditions show that accumulating snow or ice will require plowing, snow removal or pavement treatment. Once declared, § 13.04(1)(b) requires the city to notify local media as quickly as possible, and it may also post the declaration electronically or on the city website, but a resident's failure to see that notice does not excuse violating the parking ban; the declaration itself specifies the exact hours and dates it covers.

During the declared emergency, § 13.04(1)(c) bars parking or standing any vehicle, trailer or semitrailer on any city street, except emergency vehicles, until the declaration ends, and it holds either the owner or the operator responsible for a violation. Section 13.04(1)(d) authorizes the Police Department to tow any vehicle, trailer or semitrailer left in violation, with the owner or operator liable for the removal cost and the tow operator entitled to hold the vehicle until that cost is paid; neither the city nor the tow operator is liable for damage during the removal absent negligence. A narrow exception in § 13.04(1)(e) lets the Public Works Director or Chief of Police authorize truck parking on three named streets, Branigan Road, Cranston Road and Wyetta Drive, during the emergency itself.
