Beloit, WI Parking Rules: Driveway Rules (2026)

23(8) of the Beloit Code of Ordinances treats an unpaved driveway as a maintenance violation, not a style choice. Every driveway and parking area in the City must be surfaced in asphalt, concrete, paving brick, block or another 'durable impervious material,' engineered by accepted methods and approved by the City Engineer, and kept in repair well enough that it poses no hazard to public health or safety. The one exception, in paragraph (c), is narrow: a driveway or parking area accessory to single-family residential property, other than the approach sitting in the public right-of-way, may stay gravel or crushed limestone if the material is compacted to at least 6 inches thick, graded to avoid standing water, and edged with something that keeps the gravel from spreading past the driveway's footprint.

That gravel allowance is not permanent. The moment a homeowner moves or expands a gravel or limestone driveway, paragraph (c) requires the whole thing to be paved under paragraph (a)'s standard from that point forward. 23(7)(h) backs this up on the parking side: off-street parking of any motor vehicle has to sit inside an enclosed building or on a driveway or parking area that meets these same surfacing rules, so parking on bare dirt or lawn next to the driveway does not qualify even if the driveway itself is compliant.
