Title 7, Chapter 14 of the Menasha Municipal Code sets a strict on-site parking ratio for short-term rentals: under Sec. 7-14-3(A)(2)(e) one off-street parking space must be provided for every three persons of permitted dwelling occupancy, with fractions rounded up. So a three-bedroom STR (max occupancy eight under the two-per-bedroom-plus-two formula at Sec. 7-14-3(A)(2)(b)(i)) needs at least three off-street spaces. Each space must be at least 9 feet wide and at least 171 square feet. If the lot cannot fit the required spaces, occupancy is automatically scaled back, and no more vehicles than there are designated spaces may park on the property. Sec. 7-14-3(A)(2)(b)(ii) separately bars any RV, travel trailer, tent, or temporary shelter from being used by tenants for living or sleeping. The permit posted at the front door must list the maximum number of vehicles allowed and the location of each on-site space (Sec. 7-14-3(A)(2)(f)(v)-(vi)). Menasha's citywide on-street parking rules are in Title 10, Chapter 1, Article C, Sec. 10-1-29: November through March overnight parking from 2:00 a.m. to 6:00 a.m. is prohibited; April through October the city operates an odd/even alternate-side system based on the calendar date prior to midnight. Vehicles must be moved every 72 hours regardless of season. Hosts can purchase a $30 monthly overnight parking permit through the Menasha Police Department or request short-term exemptions, but exemptions are voided during snow events. Wisconsin Statute 66.1014 prevents Menasha from prohibiting STRs of seven days or longer but expressly preserves municipal parking authority, so guest cars exceeding the on-site space count must use legal off-street parking elsewhere or obtain MPD permission - they cannot simply park on the street.
Exceeding the on-site vehicle count or failing to provide the required off-street ratio is a violation under Sec. 7-14-4(A)(2) chargeable against the STR permit. The Menasha Police Department issues citations under Sec. 10-1-29 for unauthorized overnight on-street parking and 72-hour violations. Repeated parking-related complaints feed into the chronic-nuisance-premises framework under Sec. 11-7-8. After due process before the Administration Committee under Sec. 7-14-4(B)(1)(b), the city may suspend or revoke the STR permit, and a revoked operator must wait at least one year before reapplying.
