Short-term rentals in Oshkosh must comply with the citywide overnight parking ban from 2:00 a.m. to 5:00 a.m. under Section 27-26 of the Oshkosh Municipal Code, and applicants for a City of Oshkosh Short-Term Rental License must submit an off-street parking plan drawn to scale showing on-site parking for tenants and invitees. Oshkosh prohibits parking on all city streets and in city municipal lots from 2:00 a.m. to 5:00 a.m. year-round under Section 27-26 of the Oshkosh Municipal Code. Without a paid permit, vehicles are limited to a maximum of three nights of overnight parking in a 30-day period anywhere in the city, and overnight permission must be requested through the Oshkosh Police Department before 1:00 a.m. each night. Permission is automatically void during snow emergencies, including for permitted vehicles. The City of Oshkosh Short-Term Rental Application administered by Planning Services and Inspection Services requires applicants to submit a parking plan, drawn to scale, of the on-site, off-street parking area(s) designated for tenants and invitees on the premises, so STR guests are expected to park in the host's driveway or designated off-street stalls rather than on the street. Tourist rooming houses in Oshkosh must also hold a Winnebago County Tourist Rooming House License, which carries an initial $212 pre-inspection fee plus a $151 annual license fee, and the Right to Rent law (Wis. Stat. 66.1014) permits Oshkosh to enforce parking, noise and health-and-safety rules even for stays of seven days or longer. Vehicles over 15,000 pounds, motor buses, truck tractors and trailers cannot park overnight on Oshkosh streets at all. STR hosts should brief guests in writing on the 2-5 a.m. ban, the snow-emergency override, and the requirement to use only the designated driveway or off-street stalls shown on the licensed parking plan.
Overnight parking citations under Section 27-26 are issued by the Oshkosh Police Department. Parking on lawns or unmarked areas at a rental property carries a $232 per day forfeiture under the City's rental enforcement schedule. Recurring parking violations associated with a tourist rooming house can be reviewed by the Inspection Services Division at the time of Short-Term Rental License renewal and by the Winnebago County Health Department at annual Tourist Rooming House License renewal.
