Neenah's Tourist Housing Ordinance at Section 26-661(1) of the Neenah Municipal Code requires every tourist housing property to provide at least two designated off-street parking spots for guests. Citywide overnight on-street parking is restricted between midnight and 5:00 a.m., with a residential alternate-side rule (park on the even house-numbered side on even calendar dates, odd side on odd dates) and a flat ban downtown, in industrial parks and in business districts.

Overnight on-street parking is prohibited at all times in the downtown, industrial parks and other business districts, where the Blue Lot and Green Ramp are available year-round; other downtown lots are open for overnight use only between April 1 and October 31, and park lots never permit overnight parking. Hosts and guests needing exceptions can call the Neenah Police Department at (920) 886-6000 for permission. Wisconsin Statute 66.1014 prevents Neenah from prohibiting tourist housing rentals of seven consecutive days or longer but expressly preserves the city's authority over parking, so guest cars exceeding the two on-property spots must use legal off-street alternatives or call for permission.
Overnight on-street parking citations are issued by the Neenah Police Department under the citywide parking rules administered by the Parking Utility. Failure to maintain the two designated off-street guest parking spots required by Section 26-661(1) of the Neenah Municipal Code is grounds for the Director of Community Development to revoke a tourist housing permit under Section 26-663(1). Repeated parking-related complaints may also be reviewed at the annual Section 26-664 inspection by the Department of Community Development.
