Sec. 16-90(d) bars parking any vehicle on City streets between 12:00 a.m. and 5:00 a.m. Residential districts zoned R-1, R-2, M-1 and M-2 get relief: alternate-side parking lets vehicles sit on the even-numbered curb on even days and the odd-numbered curb on odd days, one-sided streets get a blanket exemption, and culs-de-sac allow overnight parking from April 1 through October 31.
