Full Breakdown

Section 16-7(a), part of the City's 'disorderly conduct with a motor vehicle' provision, makes it unlawful to operate a vehicle so as to cause loud, disturbing, or unnecessary pounding or noise tending to annoy or disturb another person anywhere in the City, public or private. The same section separately bans excessive smoke or exhaust odor (subsection b), unnecessary acceleration that throws debris or endangers others (subsection c), and evading traffic controls or restricted areas (subsections d-e). It covers stereo, muffler, and revving noise alike, since the standard is the effect, annoying or disturbing another, not the noise source.

Violations & Fines

A violation is enforced as a Chapter 16 forfeiture under § 16-2, together with costs of prosecution, matching penalties for comparable state traffic offenses.
