Full Breakdown
Under the City's general parking code, no vehicle may sit on a Neenah street between midnight and 5 a.m. In R-1, R-2, M-1 and M-2 residential districts, that ban is relaxed into alternate-side parking: vehicles may park on the even-numbered side of a street on even-numbered days and the odd-numbered side on odd-numbered days, both before midnight. Separately, when heavy snow or a blizzard hits, the Mayor may proclaim a snow emergency under Wis. Stat. § 323.11, and during the hours named in that proclamation no vehicle may park, stop, or stand anywhere in the City, alternate-side exception included.
Violations & Fines
Parking during a declared snow emergency is a Class D violation carrying a $55 forfeiture under § 16-149(d), and vehicles blocking plow operations can be towed at the owner's expense.
