Mount Pleasant does not have a separate STR parking standard. A dwelling used as a short-term rental (a 'tourist rooming house' under Wis. Stat. Sec. 97.01(15k)) must satisfy the same off-street parking requirements that apply to its underlying residential use under Chapter 90 (Zoning), Division 90-340 (Parking and Access) of the Mount Pleasant Code. Wis. Stat. Sec. 66.1014 prohibits the Village from prohibiting STRs and limits regulation to reasonable health, safety, building, and licensing rules that apply to comparable dwellings; the same statute therefore prevents the Village from imposing parking standards on STRs that exceed those for ordinary one- or two-family dwellings. STR operators must also comply with Chapter 70 Article III (8% room tax) and the state Tourist Rooming House license under Wis. Admin. Code Ch. ATCP 72.
Article 90-330 of the Mount Pleasant Code governs Accessory Uses and Structures. Division 90-340 governs Parking and Access; it sets the minimum off-street parking requirements for each principal use, including single-family detached, two-family, and multifamily residential. The standard one- or two-family residential parking requirement (typically two off-street spaces per dwelling unit) applies to a single-family or two-family dwelling regardless of whether it is occupied by the owner, a long-term tenant, or a short-term renter, because Wis. Stat. Sec. 66.1014(2)(a) prohibits a village from 'prohibit[ing], or regulat[ing] in a manner that has the effect of prohibiting, the rental of a residential dwelling for 7 consecutive days or longer.' Sec. 66.1014(2)(c) and (d) allow a village to require a license, require professional cleaning between rentals, or limit rentals to no fewer than 6 consecutive nights, but do not authorize STR-specific parking standards. The Mount Pleasant Police and Public Works staff enforce on-street parking under Chapter 78 (Traffic and Vehicles), including any posted overnight or seasonal restrictions. Sec. 90-340 also addresses access (driveway width, surfacing, and stacking) and prohibits parking in a required front-yard setback in residential districts except on a paved driveway. Mount Pleasant's Chapter 70 Article III imposes an 8 percent room tax on STR gross receipts, and operators must register with the Village Treasurer and file monthly returns. STR operators are also subject to the state Tourist Rooming House license under Wis. Stat. Sec. 97.605 and Wis. Admin. Code Ch. ATCP 72. RVs, campers, and tents may not be used as separate guest sleeping quarters because the underlying R-zoning permits only the principal residential use; using accessory structures or vehicles as rented sleeping quarters would also violate ATCP 72's definition of an approved tourist rooming house. The applicable zoning chapter took effect June 8, 2020 and has been amended periodically since.
Operating an STR with insufficient off-street parking for the underlying one- or two-family residential use, or using the front-yard setback or unimproved areas for guest parking in violation of Division 90-340, is a zoning violation. Penalties for zoning violations are imposed under the Code's general penalty provisions plus Wis. Stat. Sec. 62.23(8), which authorizes injunction, abatement, and forfeitures. On-street parking violations are enforced under Chapter 78 (Traffic and Vehicles) by the Mount Pleasant Police Department. Failure to register or remit room tax under Chapter 70 Article III is a separate violation collectable through the Village Treasurer.
