Racine has run an alternate-side overnight parking program citywide for decades. From April 2 through November 30 the rules apply Monday through Friday between 2:00 a.m. and 6:00 a.m.; from December 1 through April 1 they apply seven days a week between 2:00 a.m. and 6:00 a.m. Vehicles must park on the even-numbered address side of the street on even-numbered calendar days, and on the odd-numbered address side on odd-numbered calendar days. The rules do not apply on cul-de-sacs, on city blocks where parking is prohibited on one entire side, on Thanksgiving Day, December 25 and January 1, on blocks with a 6-8 a.m. restriction, or within two blocks of a posted construction zone. During declared snow emergencies, parking is banned outright on arterial and collector streets, and local street restrictions activate immediately, with towing risk for violators. Standard violations carry a $30 fine under Section 94-15 of the Racine Municipal Code. The City of Racine licenses short-term rentals as Tourist Rooming Houses under Chapter 22 Article XVIII and Chapter 114 (Zoning), and verification that intended use aligns with zoning, parking and building/fire safety requirements is part of the joint annual permit inspection by the Public Health Department, Building Division and Fire Department. Wisconsin Statute 66.1014 prevents Racine from prohibiting STRs of seven consecutive days or longer but expressly preserves municipal parking authority, so guest cars exceeding the host's driveway capacity must use legal off-street spaces and follow the alternate-side rule when parked on the public street.
Alternate-side overnight parking violations are issued by the Racine Police Department at $30 per ticket under Section 94-15 of the Racine Municipal Code, with late-fee escalation under Section 94-18. During declared snow emergencies, vehicles parked on arterial or collector streets are subject to immediate towing under Section 94-9. Repeated parking-related complaints against a Tourist Rooming House can be reviewed by the Public Health Department, Building Division and Fire Department at the annual joint inspection required for a Chapter 22 Article XVIII permit renewal.
