The City of Burlington has not adopted parking rules unique to short-term rentals. STR guests must follow the City's general parking ordinance in Chapter 293 (Vehicles and Traffic), including alternate-side parking, the 2:00 a.m. to 5:00 a.m. Central Business District ban, and the snow-emergency 10:00 p.m. to 6:00 a.m. restriction. Wis. Stat. Β§66.1014(2)(d) preserves the City's authority to apply these neutral rules to STRs.
Burlington regulates on-street and municipal-lot parking through Chapter 293 of the City Code rather than through STR-specific provisions. Four citywide rules typically affect short-term-rental guests. First, alternate-side parking is enforced 365 days a year: on even-numbered calendar dates vehicles must park on the side of the street adjacent to even-numbered houses, and on odd-numbered dates on the side adjacent to odd-numbered houses. Second, no overnight parking is permitted on any street or alley in the Central Business District between 2:00 a.m. and 5:00 a.m. Third, when three or more inches of snow accumulate within 24 hours, or blowing snow creates a traffic hazard, basic winter parking restrictions automatically prohibit parking on streets, alleys, and parking lots between 10:00 p.m. and 6:00 a.m. for 48 hours or until plowing is completed. Fourth, no vehicle may remain in a municipal lot or the municipal parking structure for more than 24 hours unless the operator holds a downtown long-term permit (currently $10 per month) under Β§293-3(e)(3). Off-street guest parking on the rental property itself is governed by the underlying zoning district under Chapter 315 (Zoning), which generally requires two off-street stalls for a single-family dwelling. Wis. Stat. Β§66.1014(2)(d) confirms the City may apply these ordinarily applicable parking rules to short-term rentals so long as the rules do not effectively prohibit rentals of seven consecutive days or longer.
Vehicles parked on the wrong side under the alternate-side rule, parked in the Central Business District between 2:00 a.m. and 5:00 a.m., parked during a declared snow event between 10:00 p.m. and 6:00 a.m., or left in a municipal lot beyond 24 hours without a permit, are subject to citation, fine, and tow at the owner's expense under Chapter 293. Persistent guest-parking complaints at a particular STR may also be aggregated as evidence of nuisance and supplied to DATCP in connection with the property's Tourist Rooming House license under ATCP 72.
