West Fargo Chapter 10-16, Section 10-1604(3) (added by Ordinance 1254) requires every short-term rental to provide at least two off-street parking spaces on the premises. Those spaces must be open and available to renters at all times during their stay, and any illegal parking by STR guests is grounds for an ordinance violation.
Section 10-1604(3) of West Fargo's STR chapter sets a minimum of two (2) off-street parking spaces per licensed premises. The spaces must be on the property itself and must remain open and available to short-term renters throughout the entire stay; parking on lawn areas, in the public right-of-way, or in a manner that violates any other West Fargo parking ordinance is an enforceable violation of Chapter 10-16. The ordinance ties STR parking to all other applicable City ordinances under Section 10-1604(2), so general overnight on-street parking limits, snow-emergency parking rules, and right-of-way restrictions apply equally to STR guests. As part of the application under Section 10-1603(2)(f), operators must submit a scaled floor plan and property information sufficient for the City Auditor to confirm parking availability before a license issues. The Good Neighbor Guidelines posted inside the unit under Section 10-1604(5)(b) include parking etiquette, and the City Auditor mails notice of every new STR license to property owners within 150 feet so neighbors can report parking problems directly to the City.
Operating an STR without two on-site off-street spaces, or failing to keep them available to renters, violates Section 10-1604(3) and is enforceable under Section 10-1605 as an infraction. Illegal STR-related parking can also trigger a separate citation under West Fargo's parking ordinances. Repeat violations escalate administrative fines and may lead to license suspension or revocation.
