West Fargo, ND Short-Term Rentals: Noise Rules (2026)

West Fargo Ordinance 1254 adds Chapter 10-16 (Short-Term Rentals) to the Revised Ordinances of 1990. Section 10-1604(2) requires STRs to comply with all applicable City ordinances, including those relating to noise, nuisances, and property maintenance. The chapter expressly prohibits using a licensed STR for any 'party' (defined in Section 10-1602(3) as any gathering exceeding the intended lodging use, typically involving amplified sound, music, or activities likely to disturb the peace). The general noise standard adopted citywide makes it unlawful to make any loud, unnecessary, or unusual noise that annoys or disturbs others; West Fargo's noise rule is in continuous effect with no separate decibel table published for residential STRs. Section 10-1603(2)(g) requires the licensee to designate a local responder available within two hours, twenty-four hours a day, to address noise or other complaints raised by neighbors or the City. Every licensee must conspicuously post the City's Good Neighbor Guidelines (drafted and maintained by the City Auditor) inside the main entryway under Section 10-1604(5)(b), including practical guidance on noise control and community courtesy.
