Horace Code Β§12-0802 makes it unlawful to make any loud, unnecessary, or unusual noise that annoys, disturbs, or endangers the comfort, repose, health, peace, or safety of others. Section 12-0803 lists the standards: volume, intensity, usual/unusual nature, natural/unnatural origin, ambient background level, and whether the noise occurred between 9:00 PM and 6:00 AM. Section 12-0804 caps motor-vehicle noise per Table 1 dB(A) limits. The disorderly-conduct ordinance Β§12-0702 also reaches "unreasonable noise." Horace has no separate short-term-rental license in Title X, so guest conduct is enforced through these general chapters.
Per Β§12-0809, each violation of Chapter 12-08 is an infraction subject to the penalties in Β§1-0211, with each day a separate offense. Owners can also receive disorderly-conduct citations under Β§12-0702. Repeat issues at a rental can trigger nuisance abatement.
