Neither Nueces County nor its cities require an STR to be the operator's primary residence. Whole-home beach rentals are the norm in Port Aransas and Corpus Christi. The main location limit is that Corpus Christi bars STRs in single-family zoning on Padre and Mustang Island.
There is no primary-residence or owner-occupancy mandate in this area. Texas counties cannot zone, so unincorporated Nueces County imposes no such rule, and both city STR ordinances permit non-owner-occupied, whole-home rentals, which fuels the Gulf-coast vacation-rental market. The notable exception is geographic, not residency-based: Corpus Christi's 2022 ordinance allows STRs in single-family districts citywide except in single-family zoning within the Padre/Mustang Island Area Development Plan area. Port Aransas allows whole-home STRs throughout, subject to permitting. Deed restrictions and HOA covenants may still bar rentals on a given property.
There is no residency violation to enforce; violations arise from operating without a permit or in a restricted Padre/Mustang Island single-family district.
