Registration happens at two levels. For land use, Ann Arbor requires operators to comply with Chapter 97 (Short-Term Rentals), Chapter 55 (Unified Development/Zoning Code) and Chapter 105 (Housing Code); commercial STRs must obtain a Certificate of Compliance. Separately, every accommodation provider in Washtenaw County must register with the county's designated Administrator to remit the 5% accommodation excise tax on stays under 30 days. Michigan defines a taxable STR guest as a natural person staying less than 30 consecutive days. Outside Ann Arbor, confirm registration rules with your township or city — most Washtenaw townships have adopted their own zoning under the MZEA.
Failure to register and remit the county accommodation tax exposes the operator to interest of up to 1% per month plus penalties, capped at 25% of the unpaid tax.
