Registration is governed by Development Code Section 84.28.050. An application must include the property owner's name and contact information; the applicant's information if different; the address and Assessor's parcel number; the total square footage of the unit; the total square footage of habitable sleeping space; the name of the managing agency, agent, or property manager (if different) with a telephone number reachable on a 24-hour basis; and the owner's signed acknowledgment that they will operate in compliance with Chapter 84.28. A fee covering an initial inspection plus one additional inspection is required. The County also performs a separate 'registration' duty at the guest level under Section 84.28.070(c): before each occupancy the owner must review the STR rules with at least one adult renter, provide a written or digital copy of the rules and penalties, and obtain a signed acknowledgment, which must be retained for the permit term. The County notifies potentially affected surrounding property owners, and within ten calendar days of issuance or renewal sends them notice listing the 24-hour contact, the County complaint line, the maximum occupants, and maximum vehicles. Applications are submitted through EZ Online Permitting (EZOP); new ownership is verified by recorded grant deed. Section 84.28.050(g) in the adopted code text states the permit 'shall be renewed biennially,' but the County's current STR program states the permit is valid one year and renewed annually - operators should confirm the current renewal cycle with Code Enforcement.
Providing materially incorrect information, or failing to maintain or produce registration and complaint records, are grounds to deny, suspend, or revoke the permit under Sections 84.28.050(d), 84.28.090, and 84.28.100. Late renewal payments incur a delinquent fee, and failure to pay within 45 days of expiration closes the permit, forcing a new application.
