Registration under DCMC Chapter 5.92 is centralized at the Planning Division (650-991-8033). The application package requires: (1) the Short-Term Rental Permit Application form; (2) payment of the $750 new-permit fee ($142.50 renewal) by cash, check, or credit card with the city's credit card authorization form; (3) two proofs of primary residency - a valid state Driver's License or ID card plus one of a utility bill, property tax bill, credit card bill, voter registration, or bank statement; (4) a notarized Supplemental Authorization Form if the applicant is not the property owner; and (5) a notarized Short-Term Rentals Operator Primary Residence Certification and Indemnification and Waiver Agreement. Each operator must designate a Local Responsible Contact Person who is available 24 hours per day and is NOT the host. Hosts must also remit Transient Occupancy Tax quarterly under DCMC Chapter 3.32 through the HdL Lodging Tax Processing Center (DalyCityTOT@hdlgov.com, 650-285-6741). Renewals are processed on or after September 30 annually.
Failure to register, lapsed registration, or operating with a non-renewed permit is enforced by Code Enforcement (DCMC 281). Complaints come through the 24/7 hotline (650-275-5899) or the city's HostCompliance portal at secure.hostcompliance.com/daly-city-ca/complaints/type. Non-payment of TOT triggers separate finance-side penalties under DCMC Chapter 3.32.
