Under City of Garfield Chapter 161, no person may conduct a garage, attic, rummage, or similar casual sale without first obtaining a permit from the City Clerk for a $10 fee. Sales are capped at four per person and four per address per calendar year. The permit itself must be prominently displayed at the sale location for the duration of the event. Off-premises advertising signs are governed separately by Chapter 341 (Zoning, Article X), which prohibits signs projecting over streets, sidewalks, or other public ways. Each day of noncompliance counts as a separate violation.
