Hayward Municipal Code treats holiday decorations and seasonal lighting as temporary residential displays that do not require a sign permit or building permit for the decor itself. Displays should be installed no more than 45 days before and removed within about 30 days after the associated holiday to avoid becoming a year-round nuisance. Lighting must not shine directly into neighboring bedroom windows or into the public roadway in a way that impairs drivers, per the nuisance and lighting provisions of the code. Inflatables, projectors, and sound devices must not be so loud or bright that they create a nuisance under the noise or light trespass standards. All electrical cords, sockets, and fixtures used outdoors must be rated for exterior use and connected to GFCI-protected outlets, consistent with the California Electrical Code. Displays may not block sidewalks, driveways, or fire hydrants.
