The City of Orange takes a permissive approach to seasonal holiday displays on residential property. Decorations including lights, inflatables, yard displays, and other seasonal decorations are generally allowed without a permit. However, displays must not create traffic safety hazards, obstruct sidewalks or public rights-of-way, or create light trespass that unreasonably disturbs neighbors. Electrical installations should meet safety standards. Animated or musical displays must comply with the noise ordinance under OMC Chapter 8.24, particularly the 10 PM to 7 AM quiet hours. Holiday displays should be taken down within a reasonable time after the holiday season. Extremely prolonged displays that become unsightly may be addressed through property maintenance provisions.
