Newport Beach allows seasonal holiday decorations on private property without a permit. The city has a longstanding tradition of elaborate holiday displays, particularly in neighborhoods like Balboa Island and around the harbor. NBMC sign code provisions exempt temporary seasonal decorations from sign permit requirements. Displays may be installed up to 45 days before the associated holiday and must be removed within 15 days after. Decorations must not obstruct public sidewalks, block sight lines at intersections, or create traffic hazards. Outdoor electrical connections for lighting displays must use weatherproof fixtures and GFCI-protected circuits. Extension cords must be rated for outdoor use. The Fire Department recommends keeping electrical loads within safe limits and not daisy-chaining more than three light strands. Inflatable displays must be secured against wind and must not encroach into the public right-of-way. Commercial properties may display seasonal decorations within existing sign area allotments. Sound-producing displays must comply with the city's noise ordinance with residential limits of 55 dBA during the day and 50 dBA at night. The annual Newport Beach Boat Parade and Ring of Lights are community traditions supported by the city.
Holiday displays left up beyond 15 days after the holiday may receive a courtesy notice. Continued non-removal may result in administrative citations starting at $50. Displays causing safety hazards or noise violations are subject to standard code enforcement procedures and fines.
