Holiday lights and decorations on private property are generally allowed under Article XI without a permit, but commercial holiday banners and inflatables follow temporary banner sign limits.
Residential holiday displays such as lights, wreaths, and seasonal yard decorations are not regulated as signs under Article XI as long as they do not include commercial advertising. Commercial properties using holiday banners, feather flags, or inflatables must follow Section 192.02 temporary banner rules: up to 35 square feet, eight feet tall, four times per year, fourteen days per occurrence with 45-day gaps. Decorations cannot block sight triangles, obstruct sidewalks, or create traffic hazards. Lighted displays must comply with electrical code and avoid glare onto adjacent properties.
Commercial banners exceeding size or duration limits, displays blocking traffic visibility, or unsafe lighting can result in code enforcement notices and required removal.
