Displays must not obstruct sight triangles, sidewalks, or right-of-way, and must not create traffic hazards from glare or excessive crowds. Noise, music, and crowd management remain subject to Chapter 16 nuisance rules, including Section 16-110, and amplified holiday audio at night can trigger complaints.
Excessive light spillover, traffic obstruction, or noise can result in nuisance citations under Chapter 16 and right-of-way enforcement under Chapter 14.
