Baltimore policy under DPW's sustainability rules and Council guidance requires restaurants and food service to distribute plastic straws only on request rather than as a default. Self-serve drink stations cannot pre-load straws in dispensers visible to customers. Operators may freely offer paper, compostable, or reusable straws by default. The rule preserves disability access β customers who request a plastic straw must receive one without challenge or stigma, consistent with ADA. Beverage containers sold sealed with attached straws (juice boxes) are exempt. The Department of Public Works coordinates outreach; Health Department inspectors note compliance during routine checks.
