Tulsa County, OK Soliciting & Door-to-Door: Solicitor Permits (2026)

Commercial door-to-door solicitors in Tulsa must apply for a Peddler and Solicitor Permit under TRO Title 28 §28-51 through the City Clerk's office. Application requires: completed form, valid government ID, $75 permit fee, and a $50 background check fee (results from Tulsa Police Department). Permits are issued for 90 days and are non-transferable. Approved solicitors receive a city-issued photo ID badge that must be worn visibly while canvassing. Soliciting hours restricted to 9 AM to sunset (or 9 PM, whichever is earlier) per TRO §28-53. Background disqualifiers: felony conviction within past 5 years, sex offender registration, or fraud conviction within 7 years.
