Utah Rabies Control and Dog-at-Large Statewide Standards

Utah Code 26B-7-301 through 304 (formerly Title 26) requires rabies vaccination for dogs and authorizes local health departments to enforce animal control. Utah Code 18-1-1 governs liability for dog bites under a strict liability standard, applicable statewide regardless of city ordinance. While specific leash length and off-leash areas are determined locally, every Utah jurisdiction must comply with state rabies, quarantine, and bite-reporting protocols. Dogs running at large in livestock areas may be lawfully killed under Utah Code 18-1-3.
